What the program is
Vanuatu’s citizenship by investment program is established under the Vanuatu Citizenship Act CAP 112 and administered by the Vanuatu Citizenship Office and Commission. In exchange for a contribution to the country’s Development Support Program (DSP), eligible applicants and their families can obtain full Vanuatu citizenship — including a passport — without any requirement to reside in the country.
Who can apply
Your licensed agent confirms your specific eligibility during a free preliminary assessment. Core requirements:
- Main applicant at least 18 years old
- No criminal record; not wanted by Interpol or sanctioned
- Verifiable source of funds, typically $250,000+
- Not a citizen of a restricted country (agent confirms)
- Able to pass independent due diligence
Eligibility rules are set by the Citizenship Commission and can change — always confirm current criteria with your agent.

Vanuatu vs other programs
| Program | From | Timeline | Residency |
|---|---|---|---|
| Vanuatu | $130,000 | 30–60 days processing (~3–4 months end-to-end) | Not required (biometrics visit) |
| Dominica | $200,000 | 6–9 months | Not required |
| Grenada | $235,000 | 4–6 months | Not required |
What to expect — no surprises
Since November 2025, all applicants and family members must attend a biometrics appointment in Vanuatu, Hong Kong, or Dubai. No residency requirement, but this step cannot be done remotely.
Government processing takes 30–60 days, but total time from consultation to passport — including documents, due diligence, and your biometrics appointment — typically runs 3 to 4 months.
$130,000 covers the government contribution only. Due diligence, biometrics, and certificate fees add to the total — ask for a full itemised quote upfront.
